This can't be easy to troubleshoot and repair.
I'ld like to see a copy of their building codes. If said codes exist.

| Makes me itchy jus looking at it. Doesn't help that there is also organic material in there mixed in as well. |

Can you imagine being called out for a repair and having
to reach way in there to access the correct conection or test
point? |

I don't think that is organic. If you zoom in until the
image almost pixelates, I think that you will find that
those are low voltage phone lines mixed right in close
sometimes touching and even intertwined with the AC
lines.
I bet some of the phones there have some nasty
60 Hz hum in them. |

They are overhead wires which many times get mixed up with kite strings. Kite flying is pretty common hobby in India.
well this is not a common sight but yes.. they are in some parts of some cities.  |

Troubleshoot and repair? I bet when something goes wrong- the crews come along, cut EVERYTHING off and then wait to see who complains about needing to be re-connected, so they start all over again!  |
