different rifle / same distace / same pellet / same woodplate
if 350 magnum known 820fps with some pellet penetrates 2/3 inch , can i guess other rifle with 3/4 inch penetration has nearly around 830 to 880 FPS while i have 1 inch with known 900fps.?

Not possible because of the nature of wood.... grain structure & hardness vary tremendously, even in the same piece of wood....

I could be wrong (yes, it HAS happened) but it sounds like you are trying to NOT buy a chrony, since there is mention of different fps readings in your post....if I'm wrong, then don't bother to read any farther.
If I'm right, pease listen to what I'm about to say, and know that it is from a just regular ol' guy that , like so many, thought he could do w/o a chrony.
If you ever want to know exactly how fast any airgun is shooting YOU MUST BUY A CHRONY.period, no debate. I've tried every, and all tricks, tips and techniques to avoid the fact that you do NOT KNOW how fast your gun is shooting unless use a chrony.period. I wasted a LOT of time and energy all for nil...you can buy a dependable, accurate chrony and have it delivered to your (US) door for $100.00... this is not my opinion, this factual...don't waste your time..just get a chrony |

| For what its worth: I shoot into plenty of boards and as long as I'm not hitting a knot its consistent given same pellet @ same distance. I have been shooting at the same type of wood planks though so perhaps different wood types differ more. |

To that I would add humidity and the wood's moisture content.
Another problem I can see with wood (also phone books and particle board) is that the difference in penetration at different velocities will be so small that the measurement will lack usable precision. Think of a dial caliper, where a large visual scale is used to represent a small distance. Shooting into wood is just the opposite, with a small "readable scale" (penetration) being used to represent large differences in velocity.
This is not to say that the idea of using penetration to indicate velocity is without merit. Maybe using something softer (like clear soap or gelatin) might be possible.
You might find this interesting:
