You don't have something assembled correctly ,the quad seal in the cap may also not be sealing. I think the 1400 is a self-cocker like the 140, you should hear a "click" on the first pump. Did you also put a barrel seal in between the tube and the barrel? There is a nice vid on youtube on the 140 that may help.

I think you got taken on both those seal kits- one missing parts, the other pricey and still missing the valvespring.
